Through ongoing research and data collection, the Delaware Financial Educators Council (DFEC) evaluates the financial well-being of Delaware residents. Cost of Financial Illiteracy Survey

Delawareans report that lack of financial knowledge carries a high cost, according to the NFEC’s most recent survey. Participants across the state responded to the single question: “During the past year, about how much money do you think you lost because you lacked knowledge about personal finances?” The results are shown below. Since 2017, the NFEC has conducted this annual survey, consistently revealing that the average individual cost of financial illiteracy approaches or exceeds $1,000 per person – with estimated national losses reaching into the hundreds of billions of dollars each year, and losses in the hundreds of millions across Delaware.

Financial Vulnerability Among Delawareans

Americans experience financial vulnerability in two primary areas: food insecurity and housing insecurity. In the state of Delaware, one out of every eight individuals faces hunger – representing 134,320 people or 12% of the state population, according to the nonprofit Feeding America. Among that group, 37,920 are children. Food-insecure people in Delaware would need more than $90 million per year in additional funding to meet their food needs.

Further data from the World Population Review (WPR) indicate a housing insecurity rate of 13% in Delaware, with 1,358 state residents being unhoused as of 2024. Given that more than half a million people across the U.S. are experiencing homelessness today, this may seem like a small number – but given the relatively tiny size of the First State, the proportion is not insignificant. In addition, that figure has increased by 28% since 2007.

Average Total Consumer Debt

Total consumer debt in the United States reached over $18 trillion by the end of 2025. In Delaware, Experian reported that the average consumer debt was $106,512 that year – above the national average of $104,755. This metric serves to highlight the ongoing need for greater financial education around the country.

Category-specific Debt Statistics

Student loan debt continues to plague Americans, including First State residents. Among Delawareans who do have outstanding student loans, the average balance owed was $37,559 in 2026, says the World Population Review (WPR). WalletHub data show that the average credit card debt in the state was $7,474, compared with the national average of $11,019. Additional research from WPR placed the average mortgage debt per user in Delaware at $44,580 in 2024.

Delaware Financial Literacy Legislation and Education Statistics

Regarding state public education statistics, the National Education Association (NEA) releases a biannual report summarizing number of school districts, teachers, and student enrollments for each U.S. state. The most recent report, 2025, indicates that the small state of Delaware had 45 total public school districts in the 2023-2024 academic year; total student enrollment in those schools was 142,156. Teachers employed in those districts reached a sum of 9,841, meaning the student-to-teacher ratio was 14.4 to one.

The history of financial education policy for Delaware public schools begins in 2015, when House Joint Resolution No. 4 established a task force “to study and make findings and recommendations concerning financial literacy programs and standards, with the intent of developing a regulatory framework that will strengthen financial literacy education in K-12.” Working alongside the Delaware Department of Education, this task force created K-12 academic standards that were approved by the Delaware Board of Education in January 2018.

In June of 2025, HB 203-HA 1, titled “The Equity and Inclusion in Financial Literacy for All High School Students in Delaware Act,” was passed by both the Delaware House and Senate. This bill requires a one-half-credit financial literacy course to be completed in order to earn a high school diploma. The Governor signed this policy into law in December 2025, and it goes into effect for students entering the ninth grade in the 2026-2027 school year.
